There is no single universal Digital Product Passport deadline. Specified battery passports apply from 18 February 2027. The Commission’s current Working Plan indicates later adoption windows for ESPR product groups such as iron and steel; those years are planning targets, not compliance dates. Enacted future application dates include detergents (23 September 2029) and toys (1 August 2030). Details remain subject to product-specific measures.
How to read every date on this page
Commission DPP portal timelines are marked indicative by the Commission itself. Do not label a planning date as a legal deadline.
The act becomes law
Example: ESPR entered into force on 18 July 2024. That does not mean every product needed a passport that day.
Duties start to apply
Example: specified battery passports from 18 February 2027. Read the product scope in the same article.
Indicative adoption window
The Commission’s current Working Plan indicates when it aims to adopt a measure. That is not your compliance date.
Cited or still in development
Official Journal citation can support presumption of conformity for covered technical points. It does not create a product duty by itself.
Confirmed application and entry-into-force dates
These rows are taken from adopted legal instruments. Confirm the current consolidated text before implementation.
| Date | Event | Product / sector | Legal status | What it means | Source |

ESPR Working Plan targets — not compliance dates
The ESPR and Energy Labelling Working Plan 2025–2030 and the Commission DPP portal were checked on 9 October 2026. ESPR Article 4(4) normally provides at least 18 months from a delegated act’s entry into force to application, subject to duly justified and partial-amendment exceptions. Commission portal dates below are indicative adoption targets, not compliance dates.
| Date | Event | Product / sector | Legal status | What it means | Source |
|---|---|---|---|---|---|
| 2026 / Q4 2026 | Indicative adoption of iron and steel delegated act | Iron and steel | WORKING PLAN TARGET / DELEGATED-ACT TARGET | The Commission page checked 9 October 2026 still gives an indicative adoption target. A planning target is not evidence of adoption or a 2028 compliance date. | COM(2025) 187; Commission iron and steel page |
| 2026–2029 | Energy-related products | Energy-related products | WORKING PLAN TARGET | Portal grouping. Not one application date. | Commission DPP overview |
| Q2 2027 | Indicative adoption of construction-materials DPP under the Construction Products Regulation | Construction materials (Construction Products Regulation path) | COMMISSION TIMETABLE / OTHER INSTRUMENT | Commission wording: “Delegated Act for Construction Materials under the Construction Products Regulation (CPR).” This is not an ESPR product delegated act. | Commission DPP overview |
| Q2 2027 / Q3 2027 | Indicative adoption of the DPP service-providers delegated act | DPP service providers (horizontal) | COMMISSION TIMETABLE / NOT ADOPTED | The Commission timetable checked 9 October 2026 lists both Q2 and Q3 2027. These inconsistent planning entries do not establish two acts, adoption or an operative certification scheme. | Commission DPP overview |
| Q3–Q4 2027 | Indicative adoption of textiles, aluminium and tyres delegated acts | Textiles, aluminium, tyres | COMMISSION TIMETABLE / WORKING PLAN TARGET | Indicative adoption targets, not application dates. The normal Article 4(4) transition runs from entry into force and has exceptions; do not calculate a legal deadline from this timetable. | Commission DPP overview |
| 2028 | Indicative adoption for furniture | Furniture | WORKING PLAN TARGET | Adoption target, not an application date. | Commission DPP overview |
| 2028 | Working Plan mid-term review | Horizontal | PLANNING DATE | Priorities may change. | COM(2025) 187 |
| 2029 | Indicative adoption for mattresses and listed ICT work | Mattresses; ICT as listed | WORKING PLAN TARGET | Do not merge mattresses into furniture law without the act. | Commission DPP overview |
| 2029 | Indicative adoption of an ESPR recycled-content delegated act | Recycled-content measure (not a product-group passport date) | COMMISSION TIMETABLE / WORKING PLAN TARGET | Listed on the Commission DPP timeline beside mattresses. This is a recycled-content measure, not a universal DPP duty and not a product-group application date. | Commission DPP overview |
Registry, standards and other infrastructure
Registry dates corrected on 30 September 2026 against the Official Journal texts: ESPR Article 13(1) required the Commission to set up the registry by 19 July 2026, and the Commission launched it on 20 July 2026. Implementing Regulation (EU) 2026/1778 was published on 17 July 2026 and entered into force on 6 August 2026.
Current source check: 9 October 2026. Registry launch is a Commission-announced milestone; this review did not test registration or passport-service availability.
Standards milestone rechecked on 17 October 2026: the Commission now lists November 2026 for the remaining two standards. This is an indicative target, not evidence of citation.
| Date | Event | Product / sector | Legal status | What it means | Source |
|---|---|---|---|---|---|
| 15 July 2026 | Six DPP standards cited | Horizontal technical layer | STANDARDISATION MILESTONE / OFFICIALLY CITED | Presumption of conformity only for covered Article 10–11 points. Not a product deadline. | Implementing Decision (EU) 2026/1736 |
| 20 July 2026 | Commission: Registry launched | Horizontal infrastructure | OPERATIONAL MILESTONE / registry launched 20 July 2026 (ESPR Article 13(1) set-up date: 19 July 2026) | Useful for testing registration. Does not create product DPP duties by itself. | Commission news 20 July 2026; ESPR Article 13(1) |
| 6 August 2026 (published 17 July 2026; in force on the twentieth day after publication) | Registry implementing regulation in force | Horizontal | ENTRY INTO FORCE of the implementing act | Read before designing registration processes. Registration still depends on product law. | Implementing Regulation (EU) 2026/1778, Article 24 |
| 18 August 2026 statutory target; Commission timeline Q4 2026 | Battery access-rights implementing act | Batteries | IMPLEMENTATION DEADLINE for the Commission / still developing | Commission battery FAQ checked 9 October 2026 still describes the act as being developed, with a draft expected in October or November. Article 77(2) and Annex XIII remain the legal basis; access details remain unresolved. | Batteries Regulation Article 77(9); Commission battery FAQ |
| November 2026 (Commission indicative timeline) | Remaining two DPP standards | Horizontal technical layer | PLANNING TARGET / CURRENT CITATION NOT IDENTIFIED | The Commission DPP portal checked 17 October 2026 now gives November 2026. Its standards page still lists Decision 2026/1736 citing six standards. A planning target does not establish citation of the remaining two. | Commission DPP overview |
What programmes should do, based on status
Treat February 2027 as a delivery date
Identifiers, Annex XIII data, access classes, Registry testing and evidence. Use Commission data-point guidance as implementation help, not as a replacement for the regulation.
Calendar the Official Journal
Build data and evidence foundations. Do not freeze a brochure year as a customer-contract deadline.
Plan to the enacted application date
The passport concept is included in adopted law. The operational obligation follows the application date, not the 2026 entry into force.
